Counting active users
Take both figures from the same admin console, for the same 30 days. Each vendor decides what counts as “active”: one prompt in a month may be enough. A person counted as active may still use the tool too little to justify a seat.

Before you remove seats, check when your contract lets you. Microsoft’s page says its yearly plans renew automatically.
